“soley limited to…”

This phrase peppers the document (SJ-104) that is currently being used on the floor of the House of Representatives to call the chamber back into special session.

As House GOP Leader Larry Cafero pointed out, the call is crafted so narrowly, it permits nearly no amendments whatsoever, limiting the debate only to a narrow frame.  In other words, the Democratic leadership have decided ahead of time what the outcome will be before the legislature has even acted or discussed.

House Republicans offered an amendment to open the call so they could introduce their budget alternatives. Those alternatives include a cut in the gas tax, restoring funding to early reading programs, money for battered women shelters and payroll savings of $155 million as the state faces an increasing budget deficit.
